Kentucky Division of Waste Management Issues Public Notice for Pulaski County Landfill

The Energy and Environment Cabinet, Division of Waste Management, issued a draft permit to East Kentucky Power Cooperative, Inc. for the John Sherman Cooper Landfill, a special waste landfill in Pulaski County. This facility was previously recorded as Agency Interest # 39771.

The application, if approved, will allow the construction of a horizontal expansion to the existing special waste landfill. This expansion would consist of permitting 55.58 acres of new disposal area. The new total proposed disposal area is 96.32 acres, which includes existing operations. The facility disposes of the following waste: fly ash, bottom ash, flue gas desulphurization (FGD) scrubber waste, and clarifier sludge.

The cabinet has scheduled a public meeting and a public hearing on Thursday, Sept. 13, 2012, at The Center for Rural Development located at 2292 South Highway 27, Somerset, Ky. The public meeting, which is an opportunity to exchange information among the cabinet, East Kentucky Power Cooperative and the public, will run from 6-7 p.m. The public hearing, which is an opportunity for the public to make comments for the record, will begin at 7 p.m.

The application and related information can be reviewed at the Division of Waste Management’s Frankfort office between 8:30 a.m. to 4:00 p.m. weekdays by appointment only. To make an appointment, submit a written request to Tina Fisher at least 72 hours prior to the desired review date. A second copy of the application and related information will be available for public inspection at the Pulaski County Public Library located at 304 South Main Street, Somerset, Ky. during regular library hours.

Anyone wishing to comment on the draft permit decision for this special waste site should submit comments in writing to Ronald D. Gruzesky, P.E., Division of Waste Management, 200 Fair Oaks Lane, Frankfort, KY 40601, no later than the close of business on Oct. 8, 2012, the end of the 30-day public comment period. Individuals may also submit verbal or written comments during the public hearing scheduled on Thursday, Sept. 13, 2012, at The Center for Rural Development located at 2292 South Highway 27, Somerset, Ky.
