The Kentucky Division of Water (DOW) will conduct a training and information workshop on the new Wastewater Laboratory Certification Program Nov. 14 from 8:30 a.m. to 5 p.m. (EST) at the offices of Kentucky American Water Co. located at 2300 Richmond Road in Lexington. The Wastewater Laboratory Certification Program establishes procedures for laboratories that perform wastewater testing services under the Kentucky Pollutant Discharge Elimination System (KPDES).
Topics to be covered in the training include application procedures, annual fees, quality assurance, laboratory competence, standard operating procedures and data reliability.
While the training is free, pre-registration is required by Nov. 11 due to space limitations. Go to http://dca.ticketleap.com/wwlabcerttraining/dates/Nov-14-2013_at_0830AM to pre-register.
The 2011 Kentucky General Assembly enacted KRS 224.10-670 authorizing the Energy and Environment Cabinet to establish a wastewater laboratory certification program. On Sept. 6, 2013, regulations promulgated by the cabinet as 401 KAR 5:320 establishing the Wastewater Laboratory Certification Program became effective. The program requires approximately 300 laboratories that perform wastewater testing services to obtain certification.
The Wastewater Laboratory Certification regulation outlines procedures for laboratories applying for certification, establishes certification fees, provides the requirements for certification including the appropriate methods and guidance for collecting and analyzing wastewater compliance samples, and outlines the requirement for evaluating and assuring laboratory competence and data reliability.
DOW has developed tools to assist wastewater laboratories in complying with the new regulation. These include worksheets to calculate method detection limits and initial demonstrations of capabilities and templates for developing quality assurance plans and standard operating procedures. These tools, which will be discussed at the training session, can be found at: http://water.ky.gov/permitting/Pages/WasteWaterCertification.aspx.
