The Department for Environmental Protection (DEP) is pleased to announce the appointment of three of its veteran staff into key leadership positions.
Effective February 16, 2014, Sean Alteri has been appointed Director of the Division for Air Quality (DAQ), Peter Goodmann has been appointed Director of the Division of Water (DOW), and Julia Kays has been appointed Director of the Division of Compliance Assistance (DCA). All three of these individuals take on these positions after having served in an acting Director capacity following the promotions of their successors.
The Department is fortunate to be able to appoint individuals that all have a solid understanding of their programs and have demonstrated their ability to manage the complex work of the agency. They join a strong existing team of Department Directors that includes Jason Whisman, who was appointed Director of the Division of Environmental Programs Support (DEPS) in October of 2013, Jeff Cummins, Director of the Division of Enforcement (DENF), and Tony Hatton, Director of the Division of Waste Management (DWM).
Short bios for Mr. Alteri, Mr. Goodmann, and Ms. Kays follow:
Mr. Alteri has 16 years of experience in the Department for Environmental Protection, all of which have been spent working in the Division for Air Quality. Mr. Alteri began work in the Division in 1997 as a permit writer, responsible for development and issuance of operating permits for metallurgical related operations in the Commonwealth. He subsequently transferred to the emissions inventory section where he calculated air emissions across the Commonwealth and assessed billing for those emissions. From there, Mr. Alteri was promoted to regulation development supervisor for the Division where he was responsible for regulatory development to comply with state and federal requirements until he was promoted to Technical Services Branch Manager and was responsible for the oversight of the air quality monitoring network across the Commonwealth. In 2008, Mr. Alteri was promoted to Assistant Director. He was detailed as Director on September 16, 2013 where he has served effectively in that role.
Mr. Goodmann has served in the Department for Environmental Protection for more than 21 years. He joined the agency after a short stint as a mineral assessor in the Department of Revenue. His first job in the department was with the Division of Waste Management’s Underground Storage Tank Branch where he oversaw corrective action projects at contaminated properties. His move to the Division of Water came in 1995, when he was hired as manager of the Division’s Groundwater Branch. In 2005, Mr. Goodmann was named manager of the newly created Watershed Management Branch, responsible for overseeing the implementation of the nonpoint source pollution control program, watershed planning efforts, the water withdrawal permit and the water supply planning programs. In 2008, he was promoted to Assistant Director in the Division and was detailed as Director on September 16, 2013, where he has effectively led the many diverse programs in the Division of Water.
Ms. Kays has 20 years of experience in the Department for Environmental Protection. Half of her career has been spent working in the Division of Compliance Assistance. Ms. Kays began her career in the Division of Water providing support first to the KPDES permitting branch and then to the Division’s field operations branch. In 2005, Ms. Kays transferred to the Division of Compliance Assistance and is one of the few remaining inaugural members of the Division. Her first position in the Division was policy analyst, where she was responsible for the Division’s budget, financial administration, and personnel actions. In 2007, she was promoted to branch manager over the certification program, which contains 50% of the Division’s programmatic staff. She was promoted to the Division’s assistant Director in April 2013, where she has informally served as the acting Director for the Division. Ms. Kays has willingly filled this responsibility and has demonstrated her ability to serve as Division Director.
