A free workshop designed to aid regulated entities with Annual Compliance Certifications and Semi-Annual Monitoring Reports will be held in Room 301 D the Kentucky Department for Environmental Protection’s Frankfort offices at 300 Fair Oaks Lane on Wednesday, Jan. 6, 2016. Registration starts at 8 a.m.
Attendees must register on the Division of Compliance Assistance (DCA) Ticket leap page by Jan. 1, 2016.
DCA is offering this educational opportunity along with an open house to answer specific questions from Kentucky’s regulated community. Annual Compliance Certifications (ACCs) and Semi-Annual Monitoring Reports (SAMRs) are due to the state on Jan. 30, 2016, so this is a last-chance opportunity.
The morning session will consist of presentations designed to help attendees complete forms, gain an understanding of calculations required for reporting and explain compliance conditions detailed in the facility’s permit. The afternoon open house will allow attendees to sit down and talk directly to DCA and Division for Air Quality (DAQ) staff regarding questions about permit reporting. Attendees should review the ACC/SAMR self-paced learning modules available at DCA.ky.gov, and bring a copy of their permit and any records pertaining to air reporting.
These routine permit-required reports may be submitted electronically via eForms, which is the preferred submittal method, or mailed directly to the local regional office for DAQ. Please send only one copy to DAQ via eForms or to the address of the proper DAQ regional office. The electronic submittal still requires a proper signature by the responsible official.
The eForms system does not require a user ID or password, and is designed to be an open portal that provides automated receipts for proof of document submittal. For help with using eForms, please read the instructions. Note: Major sources must still submit copies of the Annual Compliance Certification form to the U.S. Environmental Protection Agency (EPA), Region 4. Section F of Title V permits contains the EPA Region 4 address in Atlanta.
Both of these reports help ensure compliance with air regulations and a facility’s authorized permit. An ACC serves as a yearly self-assessment and self-compliance determination. The SAMR is a bi-annual report that contains more detail regarding the parameters that are monitored, including production rates, fuel use and monthly emissions. The reports require a permitted facility to document that required monitoring is being conducted, inform the Kentucky Division for Air Quality if any deviations have occurred and hold facility management accountable for monitoring and compliance statements.
