New Appointments Announced in Energy and Environment Cabinet

Energy and Environment Cabinet Secretary Charles Snavely announces the appointment of Allen Luttrell to the position of commissioner of the Department for Natural Resources (DNR) in the Energy and Environment Cabinet.  Allen has over 35 years of combined experience in both underground and surface mining, many of those years in management roles in the Cabinet.  He has degrees in both business and mining technology from Southeast Community College.  He has served as both the director of Mine Permits and the deputy commissioner of DNR in the past.  Allen resides in Lawrenceburg with his wife Tammy.

Other appointments in the Energy and Environment Cabinet have been made to complete the legal team:

Jackie Quarles has accepted the position of deputy director of the Office of General Counsel, with primary responsibility for the legal issues in the Department for Environmental Protection (DEP).  Jackie is a graduate of Vanderbilt University and the University of Kentucky College of Law.  She has served the Cabinet since 2007, both as an attorney and attorney manager, and currently is the assistant director for the Division of Air Quality.  Jackie resides in Louisville with her husband, Clint, and two children.

Lesly Davis has accepted the position of executive director of the Office of Administrative Hearings.  Lesly is a graduate of Morehead State University and the University of Cincinnati College of Law.  She worked at the Ohio Environmental Protection Agency prior to joining Wyatt, Tarrant & Combs, LLC, where she has practiced environmental, energy and administrative law for more than 25 years.  Lesly resides in Frankfort with her husband and four children.
