Winter Weather Conditions Can Complicate Compliance with KPDES Permit Requirements

Winter weather can cause more than just travel problems for the regulated community.

Due to power issues and travel limitations, there will be some wastewater systems, or other KPDES permitted facilities that will not be in compliance with monitoring and reporting requirements of the KPDES permit.  There will be those systems that do not have power/water to collect their samples and will have missed their required monitoring.  These wastewater treatment facilities need to document on their Discharge Monitoring Reports (DMRs) the situation.

If the facility was unable to collect one or more, but not all of the required samples for the monitoring period, the facility should use the samples that were collected to report their DMRs, change the number of samples on the DMR to be correct, and document the reason not all samples were collected in the DMR Comments section in NetDMR.

If the facility was unable to collect all of the required samples for the monitoring period, the DMR should be submitted using No Discharge Code 5 (Frozen Conditions) or V (Weather related).If you have any questions, please contact Sara Beard at sara.beard@ky.gov for additional information.
